I'd suggest : Bytemark or UKFSN
I used to use Eclipse, who were quite good, but Pipex now own them I
think (hence I changed to Bytemark).
You generally need some sort of justification for having more than one
static IP; and I'm not sure quite why any home user would need more than
2 or 3 static IPs at best.
If you do need jusitification for multiple static IPs use Internet Gaming.
I've found Blueyonder IPs to be remarkably static, turning off the
various boxes in my house hasn't led to me changing (yet).
