I believe you will have to pay the balance of the remaining months of
the 12 month contract (unless they have failed to provide the contracted
service). So if you have had the service for 5 months, you will have to
pay for the remaining 7 months.
While telewest don't issue a static IP, mine has not changed now for
about 2 or 3 years. Even if it does, I use dyndns with a client to
automatically update the DNS to the new address. As a result I can
always get to my machine from a remote site.
