Not exact figures, but my ex knew quite a few whilst we lived in Brighton. We
both got to know them quite well, their stories etc. My dog is from several
generations of street dog. And no, the government aren't doing a great deal
about it all. If they were then there wouldn't be much of a need for charities
or things like The Big Issue would there?

My ex has done a fair amount to help the homeless from giving them money to
looking after their pets whilst they get things sorted.

A charity tends to fill the void left by the government and relies on society
to provide a direct lifeline to the subjects looked after by the charity.

Unless you know for sure what someone has or hasn't done then I suggest you 
don't assume..
