[Wolves] twisted firestarter - more ubuntu questions

Simple question. When I boot up Ubuntu I can choose to open the admin
controls for the firewall by opening Firestarter.

Is the firewall running in the background without that being open? If
not, how can I make sure it is? The interface on firewall seems to
suggest that I'm naked until I get that up and running.
