Whose sys admin?  they will obviously need to know more about the
systems than anyone else.  But I think that if you work along the line
of the European computer Driving Licence then I don't think you will
be far off.

Think the basics are:

open a web browser and know how to use it.
open a document all types.
open up which ever office app and edit a document/create a new document.
etc

Pretty basic but essential stuff really.  Main thing is to get the
people who currently use the pcs to know the differences.
