Yup, I have done this. You just get foo.com and bar.com to point to
baz.noip.com which is a dynamic host name. You can host mail and web
at home just fine.

The one thing you can't do is have multiple ssl sites. So you can have
http://foo.com and http://bar.com and even http://foo.bar.com but you
can't have https://foo.com *and* https://bar.com.
