It could have used the Alias directive to point a
particular URL and path at a directory that isn't
under your document root, ie:

Alias /icons/    "/var/www/icons/"

which makes /var/www/icons, which is outside of your
htdocs directory (say /var/www/html/) available as
http://your address/icons.
