My company do exactly this sort of thing as our
specialisation. I'll be honest, I don't know what our
prices are or whether they are in his range, I suspect
not, but there are enough people around that do this
kind of thing and it's either pay or DIY.

to see if it looks like what he wants. Normally we
will design the product to suit the client from a
number of pre-existing modules. Note, I'm not on the
dev team or the sales team so no moaning to me if it's
expensive/crap.
