What's the context? Where did you get the number from? What applications is it
used for? For example, could it be a cookie from a web server..?

The +4 rotation bit could be, as Jen suggested, a Caesar cipher. In this case
you would use modulo arithmetic where 1 becomes 5, 5 becomes 9, 9 becomes 3..

Just guessing of course :)
