You can actually enforce that a specific card always comes up as
video0 and the other comes up as video1 if you prefer to do that
rather than buy a multi-channel card. Device naming is handled by
udev. See http://www.linuxfromscratch.org/blfs/view/development/chapter07/network.html
for how to give stable names to particular network cards; I imagine
it's the same for video capture devices.
