[Wolves] How do I unlock apt get?

I knoiw this is simply little command but having Googled I can't find
it :-(  I'm running Kubuntu 7.10 but every time I try to upgrade I get
this error box showing up telling me that some other process is using
'apt-get' then I get three options (yes to try to resolve myself -
doesnst work, no or cancel).  Can anybody tell me what the CLI command
is to release apt get???  Please :-)
