On my work box (Fedora 7) I have a file named /etc/yum.conf which includes
the following in the [main] section:

# The proxy server - proxy server:port number
proxy=http://1.2.3.4:8080/
# The account details for yum connections
proxy_username=proxy_user
proxy_password=proxy_pass

Can't help with the squid question, I'm afraid.
