[Wolves] mysql question

I'm trying to setup wordpress on a new server running Ubuntu, but I 
can't get mysql-admin to access userprivileges so I can set a user with 
create database access (I tend to use phpmyadmin) for creating database, 
backup etc but that is saying admin does not have create database 
privileges)

What am I doing wrong here?
