Unless you plan on building it yourself, you'll be hard pushed to find
one with no OS on it.
My reccomendation would be to buy the one you want with Windows on, then
format the hard disk when you install Linux, so that windows is deleted.
It's no harder than installing linux onto a blank drive. You don't even
have to boot into windows once.
And you won't find much price difference either, OEM's don't pay nearly
as much as consumers for Windows, so you won't find yourself paying much
more at all.
