There was a roundup of Project Planners in this months LXF. They gave 
openproj 7/10. They say it can read from and write to MS Project 2003 
XML format files.

Others they tested were:

GanttProject (ganttproject.biz) 7/10
TaskJuggler (taskjuggler.org) 8/10
KPlato (Part of KOffice suite koffice.org/kplato) 6/10
Planner (Part of gnome desktop gnome.org/planner) 7/10

They favoured taskjuggler saying "it makes its users work".
