You could try the little app from Rsync.net(1). Not sure about the
software agreement - will they let you use it on non rsync.net
filesystems? Even has email notification. 

Or failing that cough up for the SyncBackSe from 2 bright sparks (2) -
Very good backup software for windows for the price - offers secure ftp
also.

I also use WINSCP but I am not sure you can schedule that or run it as a
windows service (3).  Just checked you can run it using the cmd line on
windows.

And of course you have the windows flavour of rsync CWinSomethingSync or
something.
