I can't see anything wrong with what you've done. It might be the
way you've done it that they don't like. Are you able to ask your
tutor what the problem was?
 
Possibly they don't like whatever scrip you used to create the
users.

Thanks Andy - the course is/was pretty much self directed - there was no tutor, but there were moderators.  
I've asked the OU, but they've not explained why the low mark, but nothing so far -hence why I've approached the community.
