 I wouldn't say t hat was enough for anything other than Ray Charles style video conferencing. 
Add an order of magnitude for anything  useful
Yeah I know that maybe technically you shouldn't need quite that much but watching a few 100 pixel wide fuzzy wuzzy  images with broken audio isnt really my idea of a meeting.Also every one as a tendency to break in at once so you get everything breaking down.It is a WEB RTC effort and owrks on the browser.. there is a package for Ubuntu but I don't know if that is a native client or just installing the browser extensions for you.
