[Wylug-admin] finding speakers

I was thinking it would be good to approach speakers and ask if they'd
be interested in doing talks at WYLUG at some point.  If they agree, we
stick their details on the wiki, and one by one we can pick them off and
arrange a particular date with them.

This means anyone can do the initial work of finding speakers at any
time, then whoever is organising the particular meeting can arrange the
details with the speaker directly.

Obviously this won't work for all types of speakers, but I imagine it
will work for some.
