All things below are IMHO.
Bulletin boards are a waste of time. The interfaces are clanky (I like my
email client thanks), not good for text-only browsers - and yes, several
wyluggers use them. They are not immediate - you have to make an effort to
go and read them.

Content management is not needed - content is always difficult to obtain and
the amount of change is limited - the web page is a handy place to find
reasonably static information. For other things a wiki would be more
appropriate, but I very much doubt people would invest the time.

Nah - There's a mailing list archive and if you have a threading mail client
there's absolutely no advantage to a bb over a mailing list.
