Hi Jim.
I presume this is an ATX powered MoBo.
The ATX connector has a signal PS-ON - pin 14. It is an active low signal that brings up the power rails. I suspect you can just tie this to ground (any of the pins either side of it), and away you go.
I happen to have an ATX power supply on my desk right now with a wire link selotaped in to do that. It is running a non-ATX non-PC board.
I found the ATX spec. on the net somewhere and have the printed page in front of me. ATX spec. v2.01, Section 4.2 - power supply connector.
Of course, if you fry your MoBo or psu, then it wasn't me :-)
