'Twas TWiki - http://twiki.org - and I think that statement's a *bit* 
harsh ;) The welcome page[1] is fairly self explanatory and does contain 
links to the documentation in a well (imho) structured fashion. Having said 
that there is a huge amount more documentation available on the main TWiki 
site, other than the default set that comes with the distribution, and that 
is hard to make your way round efficiently. At least it *does* have 
documentation though!
