Previously I've used 'dia' (http://live.gnome.org/Dia) for this kind of 
thing. I've not used visio at all, but I believe it should do what you 
want - it has libraries of symbols like you want, I think.

In Debian it seems to be 'dia' or 'dia-gnome' that you'd want.
