I totally concur with Jim on this - ping is certainly not a GREAT
diagnostic (but it is one for the toolkit as long as one is aware of
its inherent limitations).  In the past I too have seen many systems
essentially dead in the water which responded perfectly to pings.

A hypothesis too far I would suggest.

ps. accepting that this is not a specialist list where imprecise
    questions frequently get a good kicking I always value responses
    which provide a knowledge expansion for the questioner.
