The web-based player is no use at all for wanting to watch a programme
somewhere you don't have an internet connection, or where the connection
has low bandwidth, such as on a train.

Yes, that's what opens IPlayer Desktop to download them.

Being able to download programmes when you have an internet connection
and watch them when you don't.
