Not a justification, but I think it's because the tendency is to use one
or other of the built-in Windows GUI parts, which rather oddly don't
allow highlight then copy.  Clearly a mistaken design not to allow copy,
but hey "it's always been like that".  (Sadly I think some other GUIs
including on Linux reproduce this mistake.)

It does make sense when reporting an error to use something basic, but
that something has badly needed a fix for, er, 25+ years.  I dimly
recall trying to report it as a bug....
