I'd really rather not.  I think it's important that the public announcements 
come fron a real person.  Even if they're mainly just copy/paste from the 
previous month.  Otherwise we're liable to announce meetings on christmas day, 
or something equally dumb.

You are of course free to setup whatever private reminders you choose.  Any 
half decent scheduling/calendar software should be able to tell you when the 
second monday of the month is, and altery you at a time of your choosing 
beforehand.
