In 7.3, look at /etc/httpd/conf/httpd.conf for the line
<IfModule mod_userdir.c>
By default it's turned on, and looks in the directory ~user/public_html/ for
the files to serve.
Bear in mind that 'Other' access to this directory as well as any parent
directory has to be read and execute to enable Apache to access the files.
Because this means then anyone has access to anyone else's home, you may wish
to move this if you've got a multi user system. Read the comments in the
file.
