Much would depend on which version of KMail you are using, but IIRC
correctly Mint stays with KMail 1.  I use IMAP mail so I'm not certain
if there are significant differences when you use POP3.  The path you
quote is what was used some years back - most distros have used
something like ~/Maildir, I think - has installing Kontact created that?

Have you looked at ~/.kde/share/config/kmailrc to see whether it tells
you where it is looking?
