Nice link. However, I think that's a vast over-simplification of the
problem at hand.
It all depends on how robust or future proof Alex needs this to be.
If it's a one-off task or something only he will ever use, you could
probably knock something up with flat text files and a bash script. If
he plans to hand this over to anyone in the future or integrate it
into a mission critical system (mission critical is anything where
management or another department is concerned) then you need to
engineer this kind of flexible solution.
