I work as the abuse team manager at the ISP on whose network the
http://petitions.pm.gov.uk web site is hosted, and also from which
all emails sent for and on behalf of the site are sent.
I would be most grateful if you can send a full, complete and unedited
copy of the email which you refer to above please, to include both
its full, complete and unedited SMTP headers and message body, to
abuse at uk.easynet.net (not the address which I use to post to this
list), together with a note explaining your concerns, and I will then
take a look and, if necessary, take the matter up with the customer
concerned.
That said, I imagine that there is an entirely innocent explanation.
Do you have your email automatically forwarded from one ISP to another,
perhaps collecting it all from one ISP's mailbox? That is the most
likely explanation for what you describe and, of course, SMTP headers
will be added by each ISP's mail servers in such an automated email
forwarding chain.
