It's because ping is firewalled outbound from the university.
Your packets goes on its travels like this:
Computer -> vpn interface -> vpn endpoint (within the uni)
-> university's external gateway
And there it's dropped. Your router doesn't actually see the ping
packet on the way out and so doesn't respond.
The way to solve this would be to leave your default route
still pointing out via the gateway box but set routes for
144.32.0.0/16 and 172.16.0.0/12 to go via the VPN.
