If York is anything like Aberystwyth, this'll be because they hire
Computer Science graduates straight out of University to maintain
systems, which inevitably leads to

    /etc/init.d/service restart
    ........ FAIL!

Followed by frantic RTFM to work out what they messed up in the configuration ;)
