Does it restrict to University of York prefixes only?  I think the
suggestion for a local mirror was more "in case" we had no network
connectivity to the outside world on the day, else we can use public
mirrors?

It might still be an idea to use an apt-cache, if not a full blown
mirror. A lot of the packages involved are likely to be the same and
there's no reason to download the same darn content 20x over to get
people up and running.
