It does. While it is annoying, it also saves a lot of problems with  
infected windows machines.

Also, this is wrong:

The rfc1918 address range is 172.16.0.0/12 (255.240.0.0). We currently  
mostly use the 172.16 range but there is some stuff on campus that  
uses the higher bits so it's better to get it set correctly.
