[YLUG] upload transfer

Hello,

Can somebody give my an explanation why I do get very low upload
transfer rate between my home machine and my campus machine:
I get typically transfer rates with sftp (tunneling) of 1.5 kB/s because 
of stalled transfer. I measured upload transfer rates of ~250kbps or
450kbps in the internet. Why such a difference ?
