It really depends on what you mean by "RWIN".

It may not be set to anything, and just left at its default.

I'm going to assume you're talking about your networking receive window
size when you say "RWIN".  My vague Googling on the subject reveals that
the values are exposed in /proc/sys/net/core/rmem_default and
/proc/sys/net/core/rmem_max, and that a sensible way to configure these
is to configure net.core.rmem_default and net.core.rmem_max in
/etc/sysctl.conf and then run sysctl -p, as on the following page:

I hope that's the sort of thing you were thinking of.
