[dundee] How can a domain registant be changed with out changing the date of update

It really depends on the type of domain, authority, domain services
provider, the host, registrant and registrar. Domains are full of
bureaucracy and politics my current host for example seems to do an
auto update at 0:25 every day to its domains services provider.

I've had some who only update the timestamp when you pay them or
register for additional years, the contact details and NS records
would change but the timestamp would never increment. Others do an
update when they have to email the current whois reminder.

Sometimes it can depend on the type of whois/source queried or whoever
did the update. Like Arron said it may just be poor programming on the
upstream notification system used by or host or negligence as some
still do it manually but if you post the domain someone can have a
quick look for you.
