I don't think the dial-up nature of your connection would have much to
do with this.

I assume you have checked your settings carefully (including the 'send
custom command to server' option, if there is one) ?

all you should need is
remote POP-server hostname
correct port (usually 110)
username
password

if you have checked these and your connection is still up, you can test
the remote pop-server with
telnet remote.pop.server 110

which should give a you a prompt.
if that works then it would suggest your local settings are wrong.
