The number of cores in a new cable run in this country will be decided by
accountants, so there will be no spares left and the next customer will have
to pay for another run.
Is there still a block on BT supplying fibre as standard so that all
those competing commercial suppliers do not face unfair competition? (There
seem to be endless companies running long distance fibres past here, but so
far only one offering local connections, and their reputation is dubious).
