Neither do I, however ...

The first Amazon item under a search for "region free DVD player" is
"Toshiba Multi Region DVD Player with DivX and MP3".  The second one
is for a region-free DVD player which claims to play all MPEG-4, DivX
and Xvid.

And all TVs/DVD players support NTSC as well as PAL.

Personally I use VLC on the laptop or rip the DVDs, so I don't have to
sit through all the UOP nonsense.  I don't think I've seen a DVD
player that lets you disable UOP.
