That is something important to understand: Open Source does not just mean free
software on a free operating system, although that is long term desirable.

There will be some applications that are only available on, say, MS Windows. If
a user has just one of those they will have to stick with MS Windows†

Replace a component at a time and at some point all the applications will be
free software and a switch to a free OS might be possible.

Some users might never switch OS.

† OK you might get it going under Wine ...
