You are not accessing the netgear website. You're accessing a web server
running on the router itself.

The "dial up networking" is just the way that windows chooses to represent the
ADSL connection and authentication.
You use the router's web-based configuration interface to set all this up.
You should not need to do/install anything on the client machines. Just
configure them for "local network", and automatic everything. You do not need
to/should not install/use any software supplied by your ISP.
You do not need to "connect" or "dial up" individual machines to access the
internet. The router should handle everything.
Are you sure you're got the correct username and password? 99% of the time
it's either this or you forgot to plug the phone cable in ;-) Remember the
router needs to be on the "ADSL" side of the filter, ie. the same place you
connected the USB modem.
Also note that your ADSL login details may be different from your
SMTP/POP/email login details.
If the router isn't getting any signal at all, it may be that the low-level
ADSL settings are incorrect. It should be configured to use VPI 0/VCI 38. I'd
expect this to default to the correct values, but occasionally I've seen
hardware that use the US/EU defaults.
