we had this problem in our office too. we have the same X-terminal setup, and 
the X-server-server is connected with adsl. similiar to the folly the X 
-query works from machines with static IPs to the server with a static IP. 
The other week adsl stopped working, and we noticed that if the X -query 
session was running everything would be hunkydory. but if the internet 
service was running, the adsl was down and a new X -query session was started 
that wouldn't work. by stopping the internet service we got the X -query to 
run again. The X-terms aren't configured to any working dns-server.

we ran ethereal in the folly when the link to the internet facing router was 
down, and when an X -query came in the X-server-server made calls to find the 
IP of the internet facing router, accepted the X -query, but nothing showed 
up on the X-terminal.

all very strange....
