Maybe it's not there. I've no idea how your distribution places it's 
files but Fedora has the same file 3 times.
/etc/grub.conf
/boot/grub/grub.conf
/boot/grub/menu.lst

Only one is real, the other two are symbolic links (shortcuts). I always 
edited /etc/grub.conf in the past but I didn't realise until recently 
that /boot/grub.conf is the real file.
