It certainly can. In fact, it uses khtml, the HTML rendering engine used in 
Konqueror, to display messages.

Do you get an error message when you try to read HTML e-mails? Or what?

What are "non ascii" e-mails? It copes fine with attachments.

You can choose whether you want to view attachments such as images inline, or 
to show icons when you can click on to save to the disk.
