I had a problem like this on my SuSE 8.2 setup... took
me days to figure it out !
Can't remember what fixed it though !!!

How I got to the bottom of it I do remember, put CUPS
in DEBUG mode, it's /etc/cups/cupsd.conf
What you want it LogLevel
Set it to DEBUG and see if you get better error
messages.
