ATA and SCSI discs (attempt to) do this in their on-board firmware, whenever
a bad block is written to.

I've successfully repaired failed filesystems by finding the file(s) that
occupies the bad block, removing it, then filling the filesystem with a
dummy file to force a write to all unallocated blocks.
