[Blackpool] ubuntu 12.04.5

Hi All
     Am running Ubuntu 12.04, over the months & hundreds of 
updates it seems to run a lot slower than it did at first. Am I right 
in thinking an install of 12.04.5 will be more or less up to date, but 
faster since it will be an entity rather than a cobbled together 
mixture of original coding & updates.
     Any observations before I go 
ahead with 12.04.5 install
