So what about something like this --

If you need a Geographical Information System, Quantum GIS can meet your
needs free of charge.  It can read the Ordnance Survey maps and postcode
data recently opened up for free use, and then you can superimpose your
own geographical information - cycle routes, council wards, school
catchment areas, broken paving slabs - anything you can map can be
plotted, analysed, shared and published.

Unlike so much of today's expensive software, Quantum GIS has a proper
User Manual, and even has a "Gentle Introduction" for beginners.  It is
licensed free of charge, and is freely redistributable, so you can put
the power of GIS into the hands of as many people as you need, and it
won't cost you a penny.  It runs equally well on Windows, Mac and Linux.
